In short:

What the survey measures

Valve describes the survey as a monthly, optional and anonymous collection of the hardware and software its customers use. The VR chart gives each headset's share of the headsets recorded among participants, so it measures what is in use on Steam that month. Sales and shipments are a separate count, and Valve publishes no unit figure for Steam Frame.

Bar chart of VR headset shares in Valve's Steam Hardware and Software Survey for September and October 2026. Meta Quest 3 rises from 26.90 to 27.27 percent, Oculus Quest 2 falls from 25.80 to 22.23, Valve Index falls from 10.83 to 9.90, and Valve Steam Frame rises from 0.41 to 4.13 percent

Where the share moved

Steam Frame gained 3.72 points. The largest decline was Oculus Quest 2, down 3.57 points from 25.80 to 22.23 percent, and the Valve Index lost 0.93 points. Meta Quest 3 gained 0.37 points and Meta Quest 3S held at 11.04 percent, against 11.07 in September. Sony PS VR2 rose to 2.41 percent from 2.31.

Valve's chart carries two rows labeled Other. One moved from 1.49 to 2.76 percent and the other from 8.92 to 8.73 percent, and the chart gives no breakdown of either.

The survey records shares and states no reason for any change, so this post attributes none. Two of Valve's own dates sit inside the window: Steam Frame shipped at $1,059 for 256GB on September 14, and the Index production announcement came on October 13.
